Increased Hazard Plant in terms of serious industrial accident, Koksownia Częstochowa Nowa Sp. z o. o., was reported to the Provincial Inspector of Environmental Protection and the Municipal Commander of the State Fire Service in Częstochowa as a Increased Hazard Plant in terms of serious industrial accident (HHF). The last update of the notification took place on 31 March 2020 and concerned the change of the person managing the plant, insignificant changes in the configuration of devices, installations and apparatus that do not significantly affect the risks to the environment and the amount of stored substances, and the introduction of a chapter to the Failure Prevention Programme describing the possible impact and impact on the environment in the case of selected failure scenarios.

Koksownia Częstochowa Nowa Sp. z o.o., due to the amount of hazardous substances that may be present on its premises, was included in the group of plants with an increased risk of a serious industrial accident based on calculations made in compliance with the quantitative and qualitative criteria contained in the Regulation of the Minister of Development of 29 January 2016 on the types and quantities of hazardous substances contained in the plant, determining whether the plant is classified as a plant with an increased or high risk of a serious industrial accident (the Official Journal of Laws [Dz.U.] of 2016, item 138).

Koksownia Częstochowa Nowa Sp. z o.o. is based on the classic technology of chemical processing of coking coal, which involves its high-temperature degassing without access to air. The installation consists of a set of production equipment connected in one technological line for coke production and recovery of coking products.

The main end products of the operations carried out at the plant are:

  • coke,
  • coke oven gas,
  • benzole,
  • liquid sulfur,
  • tar.

The substances that determine the classification of a plant into the Increased Hazard Plant group are:

  • coke oven gas,
  • benzole,
  • wash oil,
  • diesel.

Our plant was qualified as the Increased Hazard Plant only due to meeting the criterion for substances posing a threat to the environment. The quantitative thresholds for the remaining two criteria (threats to human health and physical threats) were not exceeded.

In the event of a serious failure, we are obliged to immediately notify the Provincial Inspector of Environmental Protection and the Municipal Commander of the State Fire Service in Częstochowa.

Any actions to warn the public and act in the event of an industrial accident will be carried out in consultation with the person in charge of the rescue operation on behalf of the State Fire Service.
